Tesla's California Ride-Hailing Permit: Baby Steps or a Giant Leap?

So, Tesla just got the green light to shuttle its employees around California. Is this a significant milestone on the road to a robotaxi revolution, or just a minor procedural hurdle? Considering Elon Musk's ambitious pronouncements about robotaxis adding trillions to Tesla's market cap, this seems like a pretty small win, especially since it's limited to employees for now.

Given the regulatory hurdles in California compared to the Wild West of Texas, where regulations are considerably looser, I'm curious to see how quickly Tesla can translate this limited permit into a full-fledged robotaxi service. Is June in Texas even remotely realistic, or is this another case of Muskian over-promising?

More importantly, how will Tesla convince the California DMV that its Full Self-Driving technology is safe enough for public roads? This seems like the real battleground, and the employee shuttle program could be seen as a carefully orchestrated pilot program to gather data and build a safety case.
